[UK-CONTEST] RSGB Contest General Rules proposals

[UKCONTEST]

I would have thought that this Reflector would have had an earlier 
notification of this proposal, given the RSGB website was updated with 
the proposals on 10th August.

Still, thanks to Stewart for letting us know, something I thought the 
RSGB HFCC would have done.
