[UK-CONTEST] RSGB Contest General Rules proposals

Those of us who have been monitoring the strategy and governance 
discussions over there noticed them appearing on the 10th (and I have 
already added my comments). It did seem strange that they were not 
announced on here at that time. Anyway, you now all know about it..

It is worth pointing out also that the stategy/governance threads have 
been relatively poorly supported despite all the blurb in RadCom. Leads 
me to wonder if some of us are really interested in our society.
