This actually dawned on me about 5 minutes after I hit the send button last night..!
So if I enter a contest as QRP or LP I have to measure my power out at the Tx but in HP I can measure my 400 watts at the antenna (1500w max...I notice they don't include the 'or the maximum allowed by your country licence' bit but assume it still applies?)
A bit of OT miscellany.....in everyday use a Foundation Licencee is allowed to tx more than 10 watts to compensate for feeder loss. But an M3/M3 is not expected to even know what feeder losses are so can't actually calculate what 'excess' power is needed....interesting.

In last November's CQWW CW contest I was using a vertical on 40m about 100m from the shack. I emailed Bob Cox K3EST (Contest Director) to check that I could run more than 100watts (low power section) to allow for feeder losses as the rules weren't that clear (unlike RSGB).
He confirmed that the power levels referred to power from the TX and *not* at the antenna, and apologised for the ambiguity.
Does anyone know for sure CQWW160 rules are different to CQWW DX?
