Surely levels of overall activity must be taken into account as well.

What was your DL/UK qso ratio when you were non-contesting in ZK2 recently? I checked my log from my only Dxpedition in C56ETF in 2009 and DL were way in the lead with 14% with UK stations down at around 6.5%

Seems the ratio of licensed individuals versus activity isn't too good here. Or maybe there are more who prefer to be on 2m FM or in an 80m net? No judgement implied...
