Makes perfect sense to me Clive! 
Rather than individuals complaining to ARRL or CQ mag about other  
individuals, how about the RSGB Contest Ctte writing a nice letter to both  
organisations expressing a more generalised opinion that a new  rule is perhaps now 
unfortunately becoming something of a  necessity?
That would surely carry more weight than what could perhaps be  perceived 
as no more than gamesmanship between individual contestants  complaining 
about each other and hoping to get others disqualified? 
We all know that isn't the case, but people who haven't heard the effect of 
 deliberately dirty signals in a crowded band might easily not believe just 
how  bad the problem has become in Europe.  I have never heard a US  
contest station try it on, so perhaps the problem is not really all  that apparent 
to the rule makers in the USA?
