[UK-CONTEST] IOTA Multi-op rules

I have no interest vested in the Island multi-op section rules.  I am
nonetheless curious to understand in what way you consider rule 4.2 to be
seriously flawed and in what way the definition of a band/mode change is
wrong.

I imagine others will be interested too.
