For those of us with a V/UHF bent, taking part in a contest, the report
received is a useful tool - if someone sends me anything 'worse' than '52',
I understand that I'm a bit weak at their end and understand that it's
useful if I speak more precisely and repeat my report in replying. If I'm
better than '52' I understand that I'm reasonably audible and that I can
save a little time and my voice by just stating my report once.

HF and VHF are, largely, different worlds and I agree that, where everyone
truly does have a 'strong' signal, the report is largely meaningless. Where
signals are weaker a meaningful report can be helpful.
