Whoa Steve!
I'm no lawyer but is this not a bit OTT?
Stretch it further and you'd be saying it's against the spirit of the act to release contest results as they also infringe on "private information about a living, identifiable person" being released into the public domain when informing how many contacts, mults and points a participant has achieved!
What next? Cancel all portable contests 'cos entrants could infringe on the 'elf and safety act?
For many years I held a DP licence for business reasons and this certainly covered personal and private information but I believe your interpretation is well wide of the mark when it comes to public entrants into an open contest. The "privacy" your interpreting from DPA 1998 is wrong.
