Worried the RSGB have already broken the DPA then since results include QTH
Locators (sorry that's VHF)
I am glad to see though that I can blame the other station for sending CW
too fast for me to understand!!

As I said, Ian, the adjudicator has to decide on every case individually.
Depending upon the circumstances the sending station only, the receiving
station only or neither station may be penalised.

Having a higher than average reverse UBN count is not necessarily
blameworthy for the sending station. Some stations send much faster than
might be desirable, or there might be heavy QRM or QRN on them - but under
these circumstances it is still the responsibility of the receiving station
to ensure the exchange is copied correctly. Fault can be ascribed to the
sending station only if it can be shown (or reasonably deduced) that the
information sent was not as logged.
