Alternatively, maybe we should penalise both parties, at which point
there is more incentive on the sender to get it right? (And, as a happy
consequence, will also show up in their UBN report, so they can see if
they're making repeated sending mistakes.)
I might argue the same for signal reports on VHF - we've lost more than
a few contacts where we've logged (say) 57, and the other party's log
claims they sent 59. If both parties lost the QSO when there was an
error, there would be more incentive for the sender to take care about
their logging.
[But please - everyone resist the urge to drift into another thread
about whether everyone should give 59 all the time. We've covered that
many times already.]
