You do that by setting a minimum off period. Anything less is counted as on
time. So for the 6 hours out of a 24hour contest this could be 3 hours off
period as a minimum.
This then adds another dimension to the contest because you need to work on
a time plan so the on periods are during the peaks of activity and off
during the lows to maximise the score. Get it right and the score would
probably not be much behind a 24hour entry.
It is one of the things I like about the BARTG RTTY contest (weekend after
next) along with its expert category for anyone who has been placed 10th or
higher in the last 3 years. Single Ops can limited to 30 hours out of the 48
with minimum breaks of 3 hours.

The problem with allowing any number of individual bits of operating adding
up to 6 hours is defining when they start and end. You work someone at
00:30, then someone else at 01:10. Is that two periods of 2 minutes each, or
40 minutes?
As far as I know, there's no overall Eu tabulation for this contest.
