allow non-CW literate operators to participate",

Stick up the antenna, Switch on the rig, Hook up the Laptop & go down 
the pub, sounds good to me, I also thought that
NFD was about CW operating.

 From recent contest results I get the impression that very few new Full 
licencees take part in contests but it's hard to be sure as I don't have 
a recent edition of the Callbook, once upon a time current callsigns 
being issued were published regularly in Radcom perhaps it's time for 
this to be reinstated.
What is noticeable is that very few M3 & 2E/M/W calls appear in the 
results of the main RSGB contests either on HF or VHF
possibly as a result of being restricted to 10 or 50W. Separate awards 
for operators in these classes might encourage a few more of them to 
participate..
