[UK-CONTEST] VHF contests -- GB, Jubilee and Olympic prefixes

Stations sometimes use special UK callsigns during RSGB 
VHF contests where countries are multipliers.  This is 
not normally a problem, but in the situation where the 
DXCC country (or more exactly, "entity") needs to be 
known, the country is determined for contest 
adjudication purposes by the callsign.

Where a callsign such as GB,GO,GQ is used, no country 
multiplier can be scored, since the country in question 
cannot be determined form the callsign.  It might be 
possible to work this out in some cases from the 
locator, but there will still be cases of doubt.

The Contest Committee has formalised this as follows:
"In contests where countries are multipliers, contacts 
with stations where the country cannot be determined 
(such as those with GB stations), there will not be a 
country multiplier, even if the country the station was 
operated from is self-evident."

where it applies, and also in the VHF General Rules.
