[UK-CONTEST] CQWW Power Rules.

Because the contest rule for high power is 1500w then it really doesn't matter for UK and other countries with lesser restriction how power is measured as long as the licence terms are not breached.
I am wondering how power is measured for LP & QRP stns. Take an example of a qrp stn using a multiband antenna which on some frequency may be only say 60% efficient so 5 watts would show power output of 3 watts. Under the rules as written would it be allowable to increase power on that/those bands to get the 5 watts out?
I thought Randy gave a very convincing performance last evening, he has his eye on the ball and will not take him long to tidy up cqww in the manner he has done with cqwpx. What has been outstanding during his time at wpx is communication and interaction with the contesting fraternity. In that respect CQWW was most definately wanting and we shall now see a change for the better.
