So the 3w  shown on the output meter of the rig would not be the same as the power measured at the back of the Tx?
I raise this as it may not be clear to many that different rules apply. For high power line losses etc can be taken into account and power is measured as that delivered to the antenna. This does not apply to LP & QRP who must strive for feeder and antenna efficiency.

No.  It is very simple ---  power measured at the back of the TX, 
nothing  else.
