If there is any way to access the log entries after the event and compare the results with a database, it will surely happen.

The only way I can see to prevent this rule becoming a handicap for the law abiding, is for the organisers to either require contemporaneous upload of the contact to the adjudication database, or for the organisers to provide logging s/w that encrypts the log and prevents the user modifying an entry after the following entry is added.

The former would add to the excitement if the leader board were also contemporaneously published like it is for other sports.
