Many rules cannot be enforced.
The vast majority of contesters are not cheats.
Shame on all cheats. You only cheat yourself when smugly looking at your
fraudulent certificate.
It's a hobby!
Anyway, let's get real: anyone in contention for a plaque or world-record or
Top Ten finish you will be scrutinised in every detail. The rest of us can
just calm down!

If there is any way to access the log entries after the event and compare
the results with a database, it will surely happen.
The only way I can see to prevent this rule becoming a handicap for the law
abiding, is for the organisers to either require contemporaneous upload of
the contact to the adjudication database, or for the organisers to provide
logging s/w that encrypts the log and prevents the user modifying an entry
after the following entry is added.
The former would add to the excitement if the leader board were also
contemporaneously published like it is for other sports.
