Yes you are right, the South Americans are definitely weaker this cycle. 
I recall comparing notes on stacked yagis with a PY in 99 who was a 
solid 9+50 on my 1Kmp, and at that QTH i could drive up the road in the 
direction of SA and look back over the top of my stacked 4 ele yagis. I 
guess the same applies to AF, This QTH is only 38M ASL but is on a small 
hill with a good shot to AF, but signals are nothing like what they were 
from 96-01. I only worked 1 ZS in CQWW and he was barely readable.
