NEVER?  Not at all true.  For the HF contests where mutlipliers count by
band, it is very common to move people from one band to another.  This is
done a lot by DX stations in the CQ WW contest and by domestic stations
in the NAQP contests.

Not that it makes any difference to the bigger discussion.

I think the discussion is very good - to shed shome light on this and throw
around how we feel about it.  Then, we can all go decide what we want to
do about it, if anything.
