There are all sorts of ARRL supported activities that do not encourage the 
use of microwave bands.  On the other hand, the fact that the 10 GHz and 
Up Cumulative Contest and the ARRL UHF Contest still get QST writeups despite
having only ~150 logs submitted (less than 5% the number of logs submitted in
the ARRL 10 Meter Contest) is a pretty remarkable commitment.  The VHF 
column in QST gets three full pages a month (a huge number compared to other 
interests) and there's even a microwave-specific column every other month
now.  The ARRL is doing _way_ more to support microwave operations than the 
number of actual microwave operators on the air would seem to justify.

That not every aspect of every ARRL VHF contest pushes the microwave agenda
doesn't seem so problematic to me.
