I disagree with your asertions that ERP should be a factor for determining
either hi power or low power.  It should be transmitter power out. PERIOD!
By using ERP you are forcing one who chooses to run 200 Watts or less out
of the xmtr and running a decent antenna system, to be in the same  class
as the ham who chooses to run full legal power (1500 W (PEP)) to the same
antenna system.  Let's leave the formula alone!
