[VHFcontesting] The Issue (1): Easily ID'd? Then outlaw and move on

"The Commissioner" has already said that the very things that seem to be 
thought of as unsportsmanlike conduct (Grid Circling and Captive Rovering) 
are easily identified.  Tree even said so "on-list" a short while ago.

Are we wasting a lot of time coming up with rules to "catch" the behavior 
when all that needs to be done is state that "unsportsmanlike conduct" may 
result in penalties up to and including disqualification and loss of entry 
priviledges for a year?

Such an approach would give "The Commissioner" considerable lattitude in 
offering guidance and warning before actually invoking the wouff hong 
itself.  This is good, as some folks violate rules quite innocently and 
simply need a non-punitive nudge.  It will also allow HQ to deal with other 
unforseen unsportsmanlike items if/when they occur in the future.

The only "gotcha" is a need for a swift but fair (even if only 1-step) 
appeals process.
