Bob: A suggested scoring change (made several weeks ago and did not
generate much in the way of comments, pro or con, which makes me think the
real activity for most is complaining, and not the betterment of the
contests) would be to have rover to rover QSO's count ZERO points. You'd get
multipliers, but no points. That would sure reduce the circling scores and
encourage the working of stations outside the group. --Mike, WV2ZOW

I have given some thought to some possible rule changes to address the
issues discussed here.
I am not intending for what I have written to be considered as anything more
than a beginning of a discussion. So, don't react as if these *are* the new
rules. They are not.
My goals are:
1) Retain all current activities (no one needs to change what they have been
doing)
2) Provide an incentive for captive and team rovers to work others (might be
a good change in practice - but not forced)
3) Create new categories for captives and team rovers to compete in (long
overdue)
4) Allow independent rovers to once again compete with similar independent
stations (also long overdue)
The division of scores between multi's is probably a little troublesome, but
I think some more collective thought will yield a solution.
Please take a look and let me know what you think, or if you have better
ideas.
