[VHFcontesting] Banning The Use Of 144.200 MHz During Contests

Hi all, I'm not sure I see how banning use of 144.200 in contests would be 
enforced. Would operating on 144.199 (NOT the calling frequency, right?) be 
OK or not? If it was OK, then what would be the point of the ban??

Or am I missing something here?
