[VHFcontesting] Rules idea-two types of contests?

One thing I seem to see here is this: there are two types of contesting.
Contesting to get contacts, and contesting to simulate an emergency exercise
(ie, operating without any additional resources like the internet and cell
phones and landlines).

Maybe we should separate them?
