[VHFcontesting] What was the true intent of the changes?

I don't mean to pick on a volenteer.  I think we thought there was a comprimise here or a gentelman's agreement. When I say write the contest comittee it's because some in the VUAC said they are not going to address it again.  The entire contest and the awards and ect are a living document and change as practices and technology change.
 
The A in VUAC is  Advisory and its just that, they offered advice, the ARRl made the final decision. I'm now unclear if they meant to clean it up. If that was the intent then work is needed. If it wasnt the intent then it is what it is and team roving and grid circling has became 3 times as rewarding as result. Perhaps that was the intent and I was wrong.
 
What was the true intent of the rule change?
If rules dictate behavior, has the goal been met?
 
Thats the unfortunate thing of declairing mission acomplished and moving on.
The effort is appriciated even if the intent isnt understood.

This is perhaps the best summary I have seen to describe what I see as the problem.  I commend the VUAC for making an attempt to clean it up and I don't think there's any need to criticize their efforts.  I'm hoping that they see that a little more tweaking is needed.
