If even half the points created come from non submitting stations, it
would radically alter the structure of the contests, and I'll bet turn
folks who participate off, and further damage the contest ecosystem.
I like the idea behind the getting that point out of the FM person.  I
confess I've not thought of it that way, so I will be hunting for FM
points in the future.  Thanks, Mike.
