Bill -

I'm pretty sure ARRL never adopted a national band plan.  The one you quoted has been printed in ARRL publications for 20+ years, but usually includes the comment that it is a "general recommendation" and that users should consult their local frequency coordinator to see the local band plan.  The "old" ARRL VHF-UHF Advisory Committee seems to have proposed this plan (1970s?), but it was never adopted by the ARRL Board.  As you well-know, a national band plan hasn't made a whole lot of sense in the past with all of the regional and local differences.  

There is currently a Microwave Band Planning Committee working on updating band plans for 33cm (902 MHz) and up.
