Note also the change as to where the transmit power is measured:

2.Entry Categories: ... ... Transmit power level is measured at the 
output of the final stage of amplification.
- - -

In the past, many stations used higher power amplifiers and less 
expensive lossy transmission line ( and usually a LNA at the top of the 
tower ) and measured their transmit power level at the antenna.

Under the new rules that is no longer allowed.  What comes out of the 
rig/amp now determines your power classification.
