Mike,
 
I've built several of them.   They are very forgiving, so likely all of the dimensions you have found would work fine.  I used a program called moxgen to build mine that was sent to me by L.B. Cebik.  I used 1/2" copper pipe to make a couple this way, and they performed very well.  (although they were very heavy...)
 
Currenty, I use a Par Stressed Moxon.  It seems to perform just as well as the home brew moxons, and weighs next to nothing.
