Yes, mobiles are not treated well in the rules if they stay in one grid. The Ad Hoc committee knows about this and it would be straight forward to fix, but it has not come about. If they want to encourage FM activity, which seems to be a promising growth area in VHF contesting, they should explicitly allow mobiles in a single grid. - Duffey  KK6MC
