  Being a bit of a grump about such things, this was my first thought
when I read of the issue.  After thinking about it a bit, I realized
that the problem is that there may be more folks with a HF+6M radio
that treat it as 20 meters than there are VHF+ folks on the band
now.  VHFers may ignore them, but they will keep on working each
other, ignoring us.

  This is a general problem with over rapid assimilation of folks
from a different culture.

  By the way, I really enjoyed your term "education-proof".
