They are available on Amazon in packages up to 250 pieces.   
Insulators are made by Heyco
1/4"” ID are SB-375-4
3/16” ID are either SB 312-3 or SB 375-3   Very slight difference in OD 
3/8”  ID are SB-500-6
1/2 ” ID are SB-625-8
The push nuts (metal fastener) are harder to find and can be expensive. Directive Systems has 50 insulators for $20.00 and 50 stainless keepers for $30.00. Be careful that you get stainless if ordering from a nut and bolt supplier.   Mike

I looked for these for someone recently - but I did not try to order any. 
M2 and Directive Systems would be the places I would try. 
And you can also likely find them and places like McMaster Carr - I know they sell the retaining hardware because I looked for someone Recently.
