[WriteLog] voice keyer problem for non-existent files

This issue reported by KV1W, and addressed here by Wayne, was the result of my 
post to the reflector "[WriteLog] SSB messages won't go out any more". So that 
problem can be considered closed. Thanks to Ric for working with me to fully 
characterize the problem, and to Wayne for reacting quickly.

By the way, after encountering this problem and creating a complete set of .wav 
files for F2-F11, all operations with newly created log files work fine. I 
found, however, that when I loaded a log created under an earlier WL release, 
the SSB message problem remained. I created a new, empty log file of the same 
contest type under 10.14E, and Merged the old log into it . . . and Voila!  . . 
 no more SSB message disappearances.
