[WriteLog] Spot Filtering

I agree that having WL filter packet spots according to the contest you're
in would be a good new feature. The reason it hasn't made it very high up
the list is that packet spots don't come with a reliable indication of what
mode the station is operating--only the frequency is reliable. That means
its pretty much impossible to make the filter work on 40m. So I am faced
with a decision to spend time implementing a feature that is likely to
generate as many complaints as I get for its absence.
