[WriteLog] DXP38 Firmware Update

This update apparently fixed the problems all of us had using the
DXP38 in the WAE RTTY contest to send QTC's.  I just downloaded
the upgrade, installed it in my DXP38 and tested sending QTC's from
WriteLog and it works!
