[WriteLog] DXTelnet - Outgoing Spots

I wonder how much of the problem with spots not showing us is due to
cluster overload during the contest.  Talking to one of the sys ops of a
local cluster might be insightful.  When using packet (I seldom do) in a
major contest I have noticed spots taking more than 15 minutes to
display.
