[WriteLog] FAULT: Cabrillo output of IOTA is not correct

Hello,

The Cabrillo output of Writelog (10.40J and 10.41B) is not 100% correct for
the IOTA contest. There is a shift of two character positions between the
sent RST and the sent serial nr and this shifts all the columns behind
consistently. In the refernce IOTA-ref is given in the form of NA-001 while
WL outputs NA1. This shifts the TX number column further 1 position.
