[WriteLog] CTY file

Hello all,

I have found what appears to be odd behavior from the latest CTY file under certain Russian prefixes.   Any listing under Asiatic Russia where the suffix starts with the letters "S" or "W" will not pull up any zone.  Just blank.  (R9S, R9W, RA9S, RA9W, RT9S, RT9W, etc)    All the others work fine.   Is there another area in the file that references or conflicts for W's and S's ?   I have looked thoroughly and don't see it.
