[WriteLog] Importing logs from Writelog to DX4WIN

Hi Cal,
Some years ago I wrote very simple program to 'convert' ADIF file from
WriteLog to ADIF file to DX4WIN.
After convertion the received State from WL will be put to the STATE fileld
in the DX4WIN log.
