[WriteLog] DTR High/Stuck in Xmit after Starting HP/Compaq winXP

My Compaq Presario 1510us WinXP preloaded by HP set's the DTR to HIGH upon
startup.
This causes the interface to Writelog/RIG to be stuck in Transmit.
The problem seems to be related only to Compaq/HP computers with Win XP
pre-installed.

Disabling com ports in device manager and then reboot did not clear problem.
