[WriteLog] send call on F3 if call was updated since last sent

In Writelog.ini, under Configuration, Make sure the following line says

CwSendPartialCallCorrections=0

Now when you hit the + key the entire corrected call is sent, the call is
logged, and the contents of F3 are sent.  If you made

CwSendPartialCallCorrections=1

Then only a part of the corrected call is sent.  I don't like that.  I like
sending the entire call.

I have been using PED to brush up my CW skills a bit for FD and it has that
neat feature that I am trying to implement in WL:

If I have edited the stations call sign since last sent and I hit F3 (TU
de...) it actually sents the corrected call sign. I am sure you know what  I
mean.

How can I program F3 to do this?
