Regarding the distribution of country files and callsign databases, I suggest a 
server-based approach with a NetUpdate feature embedded in WL as follows:

NetUpdate WriteLog...
Dialog box appears showing each updatable module, the installed version/date, 
and the version/date of the most current release available. A checkbox allows 
user to select desired updates. An Update button starts the download and 
install process.

This is also a good way to get patches and new releases of the product.
