Problem solved.  

The IOGEAR USB to Serial adaptor will not key FSK but the one and only serial port on the new PC does.  Took about 8 hours of trial and error, and a conversation with W4ZE (thanks Ted) to figure out what the problem was. 

The adaptor will however perform the rig control function just fine.
