[WriteLog] 5NN instead of 599

Al,
No.  The Cut-Numbers section only applies to transmitted CW.  And it 
applies to the "sequence number" but I have not checked it for things like 
"time".   I need to check it for WAE because I think I recall cut numbers 
in the QTC exchanges for WAE CW.  All other buffer contents that might 
numbers for RTTY come out as the correct numbers.
