Delay COMM port buffer size/timeout initialization calls to 

accommodate microHam-installed USB/COMM drivers that crash 

Windows.

 

OKQP fixes the band edges for 15m CW

 

Reduce traffic on the K1EL/WinKey keyer even more to accommodate 

microHam's router Fix bug in K1EL/WinKey key support that caused 

loss of PTT off signal at end of CW.

 

Support animation of control of the sound card left/right balance 

to accommodate sound cards that leave the requested channel muted 

even though the balance is set properly.

 

Fix a problem in Rttyrite mode changing--sometimes you have to change 

twice (introduced in 10.58) Add Rttyrite menu entry to turn off/on 

checking for "DE".
