[WriteLog] MARC-CW module needed

I fixed the .INI file so it will work with Writelog:

	 http://www.ad1c.us/uscqp.ini

(right-click on the URL to save the file), but Writelog will only 
allow 5-character county abbreviations.

Maybe N9OH can help here.
