[WriteLog] patch for 2007 ARRL 160m Cabrillo rejection of DX QSOs

I have put a patch on the WriteLog website that enables creating Cabrillo
files for 160m that ARRL won't reject your DX contacts. At Cabrillo creation
time it inserts the letters "DX" where the ARRL Section belongs even though
you didn't actually receive such a thing. (It's a little hard for me to
imagine why ARRL thinks it has to be that way, but sometimes you just have
to go with the flow).

I understand you are free to resubmit logs you have already submitted and
they keep the last one you send.
