[WriteLog] RST in ARRL CW

Seems to do it for many if not all CW contests....

We hope to generate an 8000 Q log weekend after next - hope I wont be adding an extra 9 to 8000 entries!

 Anyone know why the log entry window when you set up
for ARRL CW from the DX
Side fills in the report as 59 instead of 599?
