[WriteLog] WL Install Problems with Windows 2000

I think WL is needing a more recent Windows Installer.  There is a comment
about this on the WL download web page.  More recent Windows operating
systems seem to have what is needed and the prior Windows versions can be
updated with the Installer downloaded from the Microsoft web site.
